Jack — I agree with you there. DMOZ was a kind of grand experiment that did a good job for several years but there comes a point when the Web is going to outdistance a human ability to categorize it and I think that point was a few years back. I’m curious what, if anything, will take DMOZ’s place as an authority. Blogs? Social networks? Digg?

Re: DMOZ. It came back to life a couple weeks ago for editors with nearly all of the pending submissions wiped out (why? How? I don’t know.) but this left editors with a clean slate. It is probably the best time to submit as editors don’t have a lot of things to work through. And if you submitted in the past but didn’t hear anything for a while, submit again. Chances are your pending site was blown away.
Personally as a DMOZ editor, I don’t think DMOZ is going anywhere… It seems to have lost its way badly and will die a second death.
